Abstract

     The public procurement system in Algeria has undergone gradual development as a result of the interaction of internal and external political, economic, and legal factors. This development has produced a series of regulatory and legal texts that have established legal oversight as a mechanism to ensure transparency and efficiency. Within the framework of modernization, the state has moved toward the digitalization of this field through the electronic public procurement portal with the aim of strengthening integrity and keeping pace with technological developments. However, the success of this transformation remains closely linked to the qualification of human resources, particularly the officials responsible for managing public procurement, along with a reconsideration of the role of the electronic portal in the transition from traditional oversight to digital oversight. the analysis discussed in this research paper reveals the extent of the development of the public procurement oversight system in Algeria and its adaptation to the requirements of digitalization, as well as the effectiveness of the electronic portal and the officials responsible for managing and monitoring public procurement in achieving the required transparency and efficiency, The study ultimately concluded that the effectiveness of the electronic portal remains contingent upon strengthening the technical and legal training of officials responsible for public procurement, as well as providing an efficient digital environment that ensures information exchange, transparency, and procedural efficiency, thereby contributing to enhanced administrative performance and limiting unlawful practices in the field of public procurement.
