Abstract
This study examines the issue of legal security in the face of radical changes driven by rapid technological advancement and artificial intelligence applications. It is based on the premise that the stability of legal situations and legitimate expectations are now threatened by challenges inherent to the digital environment—specifically, the widening time lag between legislative drafting and technical innovation, the difficulty of legally classifying autonomous systems, and issues surrounding cyber sovereignty and data protection) by combining doctrinal analysis of Algerian and comparative law. Addressing these challenges, the study explores future prospects for ensuring legal certainty by advocating a shift toward "dynamic legislation," the internationalization of technology-related rules, and the implementation of proactive oversight mechanisms and digital ethics to complement statutory law; the aim is to develop a balanced legal approach that protects rights and legal situations without stifling technological progress.
